Executive/Management :
Adam Joseph McGary is the Owner and Founder of Capital Claims Management, LLC, which provides claims adjusting and risk management services for the InspectorPro, Professional Warranty Service Corporation, and numerous other insurance programs. Mr. McGary has considerable experience stretching over two decades of insurance defense litigation and complex multi-party claims administration. Prior to forming Capital, Mr. McGary co-founded Premier Claims Management which provided claims adjusting and risk management services for everything from contractors to product manufacturers to nursing homes. Mr. McGary has been involved with and directed all facets of both claims administration and litigation defense with a focus on professional liability, product liability, and commercial general liability. Mr. McGary has a Bachelor of Science in Business & Management and a Master of Business Administration from the University of Redlands. Mr. McGary holds Adjuster licenses in every state that licenses insurance claims adjusters.

Dan Osterberg is the Litigation Supervisor at Capital Claims Management, LLC. Mr. Osterberg comes to us with over thirty years of experience in addressing complex claim issues and litigation. This includes working with many national and worldwide Fortune 100 clients with claims ranging from construction defects, construction liability, products liability, general liability, defense contractor manufacturers, international security contractors and more. Currently Mr. Osterberg specializes in the InspectorPro program. Mr. Osterberg primarily worked for AIG for twenty-four years and then Gallagher Basset for eight years just prior to CCM. Mr. Osterberg also has hands-on experience in the design and construction of residences. His interests have been in volunteering to design and construct large scale drama sets for churches, schools, and non-profit organizations. Mr. Osterberg is located in the Newberg, Oregon, office.

Shmuel Steinberg, Esq., works as Claims Counsel and InspctorPro Program Manager for Capital Claims Management, LLC, which provides claims adjusting and risk management services for the InspectorPro, BioPro, NutriPro, and ProductsPro Insurance Programs, and others. Since 2014, Mr. Steinberg has been working almost exclusively with home inspectors, including all facets of both claims administration and litigation defense. Mr. Steinberg has more than a decade of experience in insurance defense litigation and administration. Prior to joining Capital Claims Management, Mr. Steinberg was defense counsel for several insurance carriers, providing litigation defense to contractors, real estate related entities, product manufacturers, as well as first-party automobile liability. Mr. Steinberg has a Bachelor of Arts in Journalism from Brooklyn College and received his J.D. from Western State College of Law, where he graduated Salutatorian and Magna Cum Laude. Mr. Steinberg received six Witkin Awards and participated in Law Review and Moot Court. Mr. Steinberg is located in the Costa Mesa, California office.

Melanie Phillipps is Claims Assistant Supervisor at Capital Claims Management, LLC. Mrs. Phillipps joined Capital shortly after its formation and has been remarkable in the claims handling process. Her supervision of the Claims Assistant team is invaluable. Mrs. Phillipps has extensive experience with all facets of claims administration and risk management. Mrs. Phillipps focuses on real estate services Professional Liability and General Liability matters, as well as primary claims support for NutriPro, BioPro, and ProductsPro programs. Mrs. Phillipps manages claim reporting and administrative procedures, as well as providing frontline support and guidance for the Inspector Guard pre-claims assistance service. Taylor Webster is a Claims Supervisor with Capital Claims Management, LLC. Mr. Webster provides claims oversight for the InspectorPro, and other Insurance Programs. Mr. Webster has a long history of loss prevention and risk management in the retail and residential rental industries. Mr. Taylor primarily focuses his day-to-day management on the InspectorPro Program. Mr. Webster is located in the Newberg, Oregon office.

Aric McGary is the Compliance Officer at Capital Claims Management, LLC. Prior to joining Capital, Mr. McGary spent thirteen years working as an Operations Administrator, Claims Tech, IT Support Tech, and other duties. Mr. McGary also has a deep understanding of the intricate accounting activities that go along with claims. He spent many of those years in support of the legal side of insurance defense as well; with activities such as serving subpoenas, filing court documents, and providing on-site tech support for depositions. For Capital, Mr. McGary works to keep the company in compliance with the many regulations and directives required both by state insurance departments and domestic and international insurance carriers, as well as all manner of claims, IT, and accounting support, to name a few.

Megan Horn is a Claims Assistant at Capital Claims Management, LLC. Mrs. Horn’s responsibilities go beyond simply assisting the adjusters with claims and dealing with the intake of new claims. She helps her supervisor with training for new hires as well as essentially being a substitute for when her supervisor is out. Mrs. Horn’s experience has led to a deep understanding of the claims process.

Grant Youngquist is a Claims Assistant at Capital Claims Management, LLC. Mr. Youngquist enjoys speaking with the insureds. His courteous manner goes a long way towards reducing the stress some insureds feel when they get a claim against them. Mr. Youngquist’s background in Experimental Psychology sometimes factors into this. He is also well versed in public health research. Keeping our claims organized is another specialty of his. Megan Althar is a Claims Assistant at Capital Claims Management, LLC. Along with assisting our adjusters throughout the entirety of the claims process, Ms. Althar acts as a liaison for our clients. With a variety of professional experiences, from marketing to financial services to real estate, Ms. Althar offers a multifaceted understanding of the work she does here at Capital Claims. It is her mission to handle every claim with professionalism and integrity. Ms. Althar joined the team in October of 2024 and is located in the Macomb, IL office.

Randy Clark, J.D. is the InspectorPro Lead Litigation Adjuster at Capital Claims Management, LLC. Mr. Clark graduated from the University of Idaho, School of Law with a Juris Doctorate. He also graduated from Brigham Young University with a Bachelor of Science in Sociology. Mr. Clark previously spent twenty-five years with Farmers Insurance where he handled everything from adjusting claims to managing an office of twenty-five adjusters. There he garnered a significant amount of experience with personal lines – auto, casualty, property, PIP and subrogation claims. Mr. Clark has more than a decade of experience adjusting and supervising claims litigation. Mr. Clark has been with CCM since August 2022 with a focus on handling professional liability-Errors & Omissions claims litigation. Mr. Clark is located in the Lehi, Utah office.

Gary Smith is a Claims Adjuster III at Capital Claims Management, LLC. Mr. Smith graduated from Azusa Pacific University with a Bachelor of Arts in Communication. Mr. Smith has over thirty-five years of insurance claims experience, with twenty-five of those years adjusting claims and managing various claim teams at Travelers Insurance Company. The years at Travelers included handling commercial automobile, property, general liability, products liability, entertainment liability, construction liability, and professional liability. Additionally, Mr. Smith managed complex litigation and complex coverage issues. Mr. Smith has been with CCM since December 2021 with a focus on our NutriPro, BioPro, and ProductsPro programs. Mr. Smith is located in the Costa Mesa, California office.
Micah Otey works as Claims Adjuster I for Capital Claims Management, LLC. Mr. Otey focuses on professional liability and commercial liability claims. Mr. Otey has over twenty-five years of experience as a carpenter and contractor for both renovations and new construction. He also has a complete understanding of all aspects of home construction, from mechanical to finish work. Prior to CCM, Mr. Otey was a Consumer Auto and Multiline Adjuster with Geico. He also spent three years as a licensed home inspector for the state of Illinois. His other postings included a BPI Certified Energy Auditor and Quality Control Inspector for the Illinois IHWAP program and an Assessor and Inspector for the Illinois Housing Rehabilitation Program. Gordon Blankenship is a Claims Adjuster II at Capital Claims Management, LLC. Mr. Blankenship came to Capital from the insurance sales sector, where he owned and operated his own insurance agency, Blankenship Agency, Inc. Mr. Blankenship has been a licensed Insurance Agent, Licensed Real Estate Agent, and served as Vice President of lending at a financial institution. Mr. Blankenship has an extensive background in construction and automotive repair, acquired as a result of growing up in family-owned small businesses. Mr. Blankenship’s focus is on professional liability and commercial general liability claims. Mr. Blankenship has two theological degrees, a Bachelor of Arts in Organizational Management and Leadership and a Master of Arts in Leadership from Lincoln Christian University, where he graduated Cum Laude. Mr. Blankenship is located in the Macomb, Illinois office.

Justin Lundgren is a Claims Adjuster I at Capital Claims Management, LLC. Mr. Lundgren currently focuses on the InspectorPro program and has a background as a Manufacturing Quality Control Technician focusing on blueprint analysis and the root cause of material defects. He is currently licensed as an all-lines insurance claims adjuster in many states. Mr. Lundgren is also a 25-year veteran of law enforcement that included roles in Patrol, Investigations, and Command Staff and earned multiple commendations along the way. Commendations for his handling of various investigations, and his involvement in the resolution of an active shooter event are just a few. Mr. Lundgren describes himself as a fishing extraordinaire! Mr. Lundgren is located in the Macomb, Illinois office.

Mrs. Barnett has extensive experience with financial matters such as credit and debit processing procedures, as well as federal regulations regarding financial institutions. She also has years of experience with loss prevention and asset security from various retail perspectives.
